这意思是给鹅厂的轻量套上CF，国外的用户访问的流量免费吗？

应该就是这个意思，Cloudflare 在回源腾讯云的时候，流量不算钱。
不过保险起见，还是建议问问 Cloudflare / 腾讯云的客服，免得不小心被坑~
