Regards to your message" Oracle Cloud’s new cloud region Singapore, why can’t I choose when registering?", SG Data Center general availability has started today November 1st, 2021.

As during Oracle Cloud Subscription, I found that Singapore is one of Home Region under Asia Pacific.

There is ASEAN Cloud Connect 2021 visual event which you can register to here.
